Anyone who currently owns a Certificate of Deposit (received from RVSF or through the trading system) can sell before the expiry of CD.

Sellers have to click on the trade button on Vscrap-Vahan portal that will take them to the trading portal digielv.com to sell the CD.

Seller can quote any price from the prevalent minimum price to the maximum price of around Rs.90,000 to sell.

The sell offer will be active for the defined time period. It will expire once the time period elapses. However, he/she can give an offer again to trade. Currently for user convenience the offer validity is kept 7 days.

Buyer needs to visit the trading portal (https://digielv.com)

If a user does not own a CD and wants to buy one, users can click on the “Login/Register”. By entering the basic user details registration can be completed.

Buyer can see the sell offers of the certificates in the “View All Offers” screen where he/she can quote their buy price.

Sellers can see the buyer offers received on the Sell offer that they have made in “Active CDs”. Sellers can allocate a certificate to the buyer who has put the highest bid.

In the trading portal, Buyer has to deposit funds to place the buy order as 100% bid margin is required. If the buyer does not have enough funds, they will be redirected to the “Funds Management” screen that will show the available funds and here one can add required funds.

All the banking options available here such as UPI, Net Banking, Master card, credit card, Debit card, Visa etc.

A user can withdraw funds directly to their registered bank account via the "Withdraw Funds" option available in the withdrawal section of their DigiELV dashboard.

If a trade is not generated (where reasons could be internet breakage in between of trade) the margin / funds blocked while placing the bid will be released and the funds released can be used to place another bid to buy a CD or can be requested for withdrawal. On withdrawal the money will be remitted in the mentioned bank account in 24 - 48 Hrs.

The seller / buyer can view the previous records in the “My Transaction History” section available in the main menu.

Transferred CD is generated after a buyer has bought the CD. Buyer name is mentioned in the transferred CD after successful purchase. It is available in the “My Active CD” screen.

Invoices are generated on trade completion. Generated invoices are available to download in the “Transaction History” screen.

Buyer can see all the certificates that he/she has bought in the My Active CDs screen provided and can download it.

Click on KYC Consent button and then click Continue to proceed. The system also sends the KYC link via email and WhatsApp.

  1. Enter the Aadhaar number which is linked with the PAN registered in Vahan records.
  2. Check the consent box for Aadhaar verification.
  3. Capture the live image for verification.
  4. Enter Aadhaar Number and Captcha.
  5. Enter the OTP received on the registered mobile number.
  6. Enter the DigiLocker PIN.
  7. Check the consent box for the Aadhaar card document.
  8. DigiLocker will verify the details. Once verification is complete, users can proceed to the next stage after all validations are successful.

NOTE: If KYC status is Pending (which means the KYC process was left incomplete), the user needs to complete the KYC process by clicking the same link and finishing the pending steps.

Dealers will check through the Vahan portal on the CD certificate that will validate the last purchased CD owner name for utilization.

To sell a CD, 2 steps are required to follow- a. Goto “My Active CDs” and create a sell offer. (Provide bank details to receive money after trade.) b. Goto “My offers for sell”, click on “View Buyers Offer” to check buy offers received and allocate the CD certificate.

To buy a CD certificate, a. Goto “View All Offers”, choose the CD you want to buy and click on Place Buy Offer to create your buy offer. (If no funds are available, go to Add funds/Ledger and add funds.) b.On allocation from the CD seller, you can check the CD in your ‘Active CDs ’ section.

To withdraw funds go to “Funds Withdrawal” , enter the amount to withdraw. A withdrawal request will be raised, post approval the withdrawal amount will be remitted to your provided bank account.

The CD benefits advised by the central government are concessions on new vehicles showroom price, road tax rebate and Registration fee waiver. CD benefits may vary state wise and can be viewed at MV Tax Concession Notifications | Ministry of Road Transport & Highways, Government of India

For CD benefits to be applied, the CD certificate must match the category of the new vehicle being purchased. Example: If the CD certificate is issued for a commercial truck, it can only be used when buying a new commercial truck—not a passenger car or a two-wheeler.

Market prices available can be checked by logging in into the DigiELV portal in the “View All offers" screen. Also users can check the last traded price (LTP)

LTP in the “View All offers” screen is “Last Traded Price” which is the last price at which the trade was generated. LTP is displayed vehicle category wise.

If you have initiated the trade from VAHAN portal: The mobile number linked to your vehicle as per VAHAN records, otherwise, you can use your current mobile number to register & log in.

Transaction charges are determined based on the user type and vehicle category.

18% GST is charged to organizational CD sellers on execution of trade.

As an individual or non-business user, you are permitted to buy CDs for personal use or self-consumption. If you wish to sell or trade CDs as a business, you must register for a business account on DigiELV. Any entity with valid GST registration can apply for a business account.

To register as a business account, you can connect with the DigiELV team to complete the necessary formalities. Contact details: 7710011469 & digielv@mmcm.in.

There are no restrictions on buying and selling with a business account. However, as a business, you cannot hold unlimited CDs(restriction applies) in your account at any given time.

Users having different names in CD certificate and PAN shall raise their registration request Manual registration form. Helpdesk will check the document and if proper, will authorize the registration.

If your CD is within 15 days of expiry, it cannot be traded. You will be notified from DigiELV, and it’s recommended to complete any transactions before the expiry to use the associated benefits.

No, once your CD expires, the benefits like discounts and tax concessions will no longer be available.Ensure to utilize the CD before the expiry date.

KYC is required to verify the seller’s identity that he/she is the owner of the vehicle and ensure secure and genuine transactions on the platform.

If KYC is mandatory for your transaction, you must complete the verification process before proceeding further.

If your KYC fails, you will receive a communication mentioning the remark for the failure. After that, you can re-initiate the KYC process by submitting the correct details or required documents again.

To Utilize a CD, go to “My Active CDs” and click on the Utilize CD button. Once a CD is utilized, the sale of the same CD cannot be done. To claim the CD benefits user approaches dealer who in turn enters the CD number in vahan portal.

After you login in DigiELV, you can find the Raise Request section on the DigiELV platform. Using this section, you can submit your request to change username or mobile number. Our compliance team will check and if they approve, system will change the name or mobile number.

If the payment is rejected after being made through the QR code, as per payment gateway rules, the deducted amount will be credited back to your account within 72 working hours from the payment gateway company.

Once the trade is completed successfully, the payment will be credited to your registered account between 24 to 48 hours.

After uploading the documents, please allow some time for the system to process them. Avoid submitting the heavy documents. Once it processes the documents, thereafter, you will receive the link. If the issue persists, kindly raise a request through the DigiELV platform.

  1. Individual User: Can perform 1 trade per financial year.
  2. GST User: Can perform up to 2 trades during their lifetime.

There is no validity period for the generated link. If your KYC process is pending or was left incomplete, you can use the existing link received earlier to continue and complete the KYC process.

If your KYC is in a Pending status or you have left the KYC process incomplete, there is no need to generate a new link. Kindly use the same KYC link that was previously shared with you to continue and complete the KYC process.

Yes, buyer charges are applicable when purchasing a CD certificate on DigiELV. The charges vary based on the category of the scrapped vehicle associated with the certificate.

​For example, for a 2-wheeler CD certificate, the transaction charge is ₹150 plus applicable GST.

The applicable charges for your selected CD certificate will be clearly displayed before you place your bid, allowing you to review the total cost prior to confirming your purchase.

​No seller fee is charged when a CD certificate is being resold. However, for the first sale of a CD certificate, a fee of 3% of the trade value, plus applicable GST, is charged.
